depends what/where/how youre spamming & what your goals are. i'm assuming these are the terms for a cpa offer.
they (affiliate manager) usually look at the http referrer to see where traffic is coming from and make assumptions from there. so its important to have your own landing page at the start. there are other tools around to spoof this.
when promoting "free signup" type of traffic. they generally just care about how many of those sign ups are turning into paid customers. why else would they pay you if it's not making them more money on the back-end, right? so now it becomes a matter of quality spam traffic.
you can spam to your hearts desire, and get leads, but if those leads aren't satisfactory, expect to get kicked out.
common tactic i've seen is you have a legit traffic source generating you leads, then you pad it with the spammy traffic. less risk of getting terminated. or split the traffic between several networks so you're not making big numbers on 1 network/all eggs in 1 basket scenario.
in the end, you need to expect to be terminated if they ever do catch on, so have multiple networks ready or ready to transition to the next thing.
as always if you feel the risk is too much, don't do it.
