How hard would it be to create a small scale SMM Panel?

I am interested in making a small scale smm panel where if someone inputs their username into a form on my site, they will get 10 likes sent to their last 3 photos. I was thinking this shouldn't be too hard to do, but I am not sure about how to go about making a program that would control the accounts to like photos. If I had 30 accounts (10 to like photo 1 10 for photo 2 10 for photo 3) then I could easily create these accounts myself. Does anyone know how I would go about making a program that could control these 30 accounts and have them like photos from someone filling out a form on a wordpress website?

google instabot.py, you can use it if you know python language.

Do you know how to program?
Do you know how to build a website?
Do you know what is and how to use a database?
Do you know what is and how to use a message queue?

At a minimum you will need to know the above I would say. Perhaps could avoid the message queue for small scale

It is really hard. You will have to deal with complains and all that shit
