Do not focus on number of links, ultimate focus should be on quality. Its best to go slow with steady pace, build links from relevant niche and from quality site. Target links to all your pages and not particularly to homepage.

You can create as much link from the niche as you want. You want be penalised for that until and unless you are doing the things manually. As soon as you go for any software link building or something you come in the radar of Google Penalty.
