I'd like to gather some information on how quickly brand new sites rank.

Domain age - this is the amount of time the website has been indexed with content.

Time to rank - This means rank in the top 50 results. I generally believe if you're in the top 50 you're not being ranked entirely on content alone (some KWs vary dependent on competition but we'll just use top 50 for now)

A lot depends on the competition. I usually go for hard (7/10 hard) keywords and it takes me 6-10 weeks to get to the first page for a few keywords. Sometimes even more.

I realize I didn't explain what 'time to rank' meant - updated the OP. Thanks for your input

It depends if I'm ranking the site and planning to keep the ranking long-term or just ranking and then discarding it on the next update.

It depends on the competition if its less then usually there will be good serp movements within a week if its medium/hard it takes less than a week to see serp movements but to reach top 3 pages it takes atleast 2-3 weeks.

I've noticed that google has been updating their serps a lot quicker now a days.

Thats actually exactly what Im wondering. My established sites have increased in ranking speed and new domains have decreased in ranking speed.
