Yes, domain authority relies on backlinks. The higher the number of high quality links you have, the more the authority of your domain.

Domain Authority is a made up metric by MOZ. It basically weights your domain based on the backlinks you have. Each backlink you gain has a different weight based on how many backlinks the site that is linking to you has.
Google has something almost equivalent, but it's not a 1:1 score. We know because it was in the search documentation leaks.

Yes, that's all. Moz DA score is mostly based on the backlinks point your site and so the other domain scores from similar backlink audit tools like Ahrefs DR, Majestic TF-CF, etc. Many of the scores are getting manipulated as well so you should check a website's authority score in different different tools to get an idea of how strong its backlink profile is. Different tools have different data, and calculation algorithms so checking on as many would give you better idea. Google has a lot more data than these tools and very strong algorithm so these tool scores can never exactly tell how the website will perform in Google results, but these tools are trying hard to get close to it and still give you a way to check your site's backlink strength against your competitors, and they also recommend that you use their score for comparison with close competitors and do not consider as an absolute score of your website.
