How evaluate PBN for non-US money site

Got a money site 100% white hat.

Now I got #10 and #11 for big volume kw. I want to rank it top 3.

I was considering to use some PBN (could be interesting to have those link hidden to competitors) but how to FIND / EVALUATE the lot of services that are proposed here and around internet? Don't want crap service, need really heavy service.

Site is in non-english language, PBN in my language (almost) does not exist: should I use an english pbn?

Yes, you can use English PBN in smaller numbers without problem.

You can also build your own in a language you desire.
