how enable Instagram 2fa without whatsapp code?

Check if there is an authenticator or SMS option for 2FA on Instagram settings. If not, then use the official method to recover your account since it may allow WhatsApp now and not third-party verification services.

If you have successfully logged in then it's easy as you can change the authentication type to SMS under Account Center on Instagram. I will recommend you use the Authentication App option where you use Google Authenticator or any other app you are comfortable with. This is method is safer and more secured.
U should try setting up an authenticator app under Accounts Center, Password and security, Two-factor authentication. Select ur Instagram account and check if the authentication app option is available and u can also check if SMS verification is offered instead.

You have other 2fa options too like SMS, Google Auth and Email Code as well, And Backup codes comes along with this.

Open Instagram settings and go to Accounts Center then Password and security. Select Two factor authentication and choose your Instagram account. If available select SMS or an authenticator app instead of WhatsApp
