how does youtube count watch hours for monitization?

right now i have 4000 watch hours since 2014. does it count all of those to your 10,000 to enable monitization

The 4k hours have to obtained in the last one year

Yeah, 4000 watch hours in the previous 12 months and 1000 subs.
