how does website come up in serps for any random keyword?

I have seen this specifically with porn websites
if you google any first name + any last name + porn
for example jennifer hudson porn
pornhub and spankbang come up in serps
even if no such porn star exists
in the page title of the serp results it says the name you made up
for example it says jennifer hudson porn videos
how are they doing this? someone sits there and creates pages for random names?

I don't do seo for porn but I am thinking the same method can be implemented for any website?

An old school way for creating LPs for any G search was to parse the words from the query and then append some content. This technique worked also well for adwords campaigns, even better as G was somewhat compelled to pass those parameters. So the way to go if the query is still visible on server side would be to create a sort of LP with a content like: are you looking for XYZ? A script could also pull on the fly some more contextual content, in order to provide the appearance of unique page.

I don't quite understand how this works from a technical standpoint
and why hasn't google put a stop to it? they can't?

I'm not sure, but I think they're using a plugin that takes the keywords people search for to land on these websites, and automatically create pages for these keywords. I think this is how it's done...
