How does tier 1 tier 2 work?

I know the approximate tier system. But it's not clear.

For example, what exactly does the link juice deliver to tier3->tier2 mean?

Is it traffic or invisible power?

Also, how should I deliver this link juice?

Here's what I think.
tier3 abc.com/page1 -----------link juice ----------> tier2 efg.com/page1

Is this how it works? I need someone to tell me exactly.

When you link Page A to Page B, Page A share some link value to Page B.

Now you can say Tier 3 share link value or juice to Tier 2 and Tier 2 share link value to Tier 1 (Tier 3 >> Tier 2 >> Tier 1).

Is there power without traffic? tier3-> tier2 ->tier1
 
It's simple as that. Tier 3 vouches for Tier 2 and Tier 2 vouches for Tier 1 and Tier 1 vouches for money site. I'm really not sure what's there not to understand, no offense whatsoever.
 
The actual purpose of tier-1 and tier-2 is to boost-up the traffic of your money site.
Tier-1 purpose
Tier-1 backlinks are a primary backlink that links directly to money site from a high-authority site which will elevate the traffic.
Tier-2 purpose
Tier-2 backlinks are links that directly pass the link juice to Tier-1 links which will elevate the organic traffic to your money site.
 
We use the phrase 'tier' when creating a backlink strategy. You can pass the link juice by directing from backlinks that you create on high quality websites towards your website. It could be done via just a single tier or with multiple tiers. Adding do-follow backlinks is the most important part.
 
Tier 1 Structure directly Links to your site, these are your best backlinks.
Tier 2 Structure Links to the pages that containing your tier 1 links.
and Tier 3 Structure Links to the pages that containing your tier 2 links.
