How does Tier 1 and Tier 2 work?

Lets say my site is called: moneysite.com

Also, lets say I have 10 tier 1 sites, 1000 tier 2 sites, and many tier 3...

I have three questions:

1. Since tier 1 is supposed to build up moneysite.com, when I write filler content (content not related to moneysite.com), do I add links in there at all in any of the articles? Or is the only time I add outgoing ******** links to tier 1 is when linking to moneysite?

If i don't add links in any articles except for the article linking to the moneysite, wouldn't it look suspeicous to google?

2. Some poeple only add 8-10 articles to each Tier 1, so let's say my moneysite is mentioned in article 9. If I stop posting articles after 10, it would it look suspicous to google?

3. Can I use the same tier 1 site(s) to build up multiple money sites?

Typically I would link 1 of my articles to my MS. Add a few more to other non competitor ones. Sprinkle it among your other ones. Look natural. Do not DF yours and NF others.

I rather not have mutlilinks to all my MS from 1 T1. But that's just me. Do not overdo it. Again look natural.
