This website: https://outube.com/ has basically 3 links that people click and get redirected to other websites. My question is how its owner monetizes this site, more specifically what kind of offers or ads pay for the fact that a person only clicks and is redirected.

Being again, more specific, probably every person who has a website and who in turn appears on this site is paying the owner of this site to appear there, the thing is that there is probably some ad site that works between the owner of the website and the owner of the website to which you are redirected. Do you know of a site that does the job of bringing both people together?

It's called search arbitrage.They get paid when someone click one of thoes 3 links, look at for example Sedo they pay u to park your domain

There are offers that pay for clicks, but your best bet is follow those 3 links and investigate what programs offers money for leads to those platforms/pages.

This is a parked domain. This happens when someone registers a domain and don't build any sites on them. So they park it and show ads. This is usually done by domain sellers. People who buy domains in bulk and just let them sit there in hopes that someone else in future will purchase it from them. The ads are usually low pay but that's not a problem because the primary business is to sell the domains at a higher price to whoever wants them. I don't think they even care about the ads earnings. Hope you understand.
