How does this guy keep his ad account live?

This showed up in my FB newsfeed:

This is a video site, but there are no videos!! Just video skin overlays with ads under them. In fact, the site is mostly all ads. How is he getting away with this without being banned? Or, maybe he is, and he cycles through accounts. I'm looking to replicate the method with the fb traffic that I have.

I took the site link down. I agree it probably wasn't a keen idea to post it anyways.

There are ways to cloak your landing pages with Facebook. He probably shows FB reviewers a legit page then switches it out for his ad page.

Eventually reports will come in and he will have his account closed. Then he can just buy another one on Fiverr and start over.

He may be cloaking his facebook links, but he is gaming Adsense. That is what I am questioning.
