how does this guy get away with iframing/blanking referer?

i know someone that iframes a mobile offer and lies about what the visitors are getting. i've seen his earnings before and he was with C-lead. i've been wondering, how does he get away with it? i assume hes blanking referrer, but how does he explain it? maybe hes very cool with his AM (which i doubt)

and no im not trying to do this myself, i wont reveal his method but its something i wouldnt do.

Referer.us -> Some say it leaks at times but might be alright for blanking with a not-too-strict CPA company
CPA-r -> Excellent for faking, look it up on this forum. Plenty of ways to customize it.

Best idea is to mix this in with some real traffic perhaps through adwords to throw the networks off the scent

Networks only get mad when advertisers complain. If his traffic is converting for the advertisers then the networks never complain. It's all about making everyone money.

I was looking into framing mobile offers, but I can't find a good spin on it.
