How does these scam channels do it?

Hi guys, i am new to this online space and i have a question to ask.
How does these channels [ I think they are all own by 1 man ] steal other channels' videos and not get copyrighted?

One of his channels steal my video and I cannot copyright strike him

I think they just got lucky so far and will get banned in the future.
There is no "method" to be able to pull off illegal stuff while other channels can't.
YT sees everything and will ban them, they just haven't reviewed those channels yet.
try reporting them?

I'm sure that they're changing MD5 hash before reuploading a video
+ it's mass-created channels, a lot of them are deleted before You find them
