How Does The Reputation System Work?

I know there is the +Rep button on every post.

1. Where is the -Rep button?
2. Where can I view the comments on my reputation - or + reps?

Can someone explain this to me?

1) Only Jr VIP and above can use it.
2) In your user control panel

I was reading this beginner's guide

And I don't see that justice icon or exclamation icon next to my permalink...the thread didn't mention needing to have a certain amount of posts for it to show up. Is this normal?

edit: I just noticed I see the Give Rep on my own post..but not anyone else's

Yea I know, but that is the only rep button I see. I don't see a Rep button on other pplz posts
