How does SEMRush, SERPRobots etc. scrape Google The Keyword Planner ?

Hello =)
I've saw that almost every SEO Tools show the Google Keyword Planner Volum for each keyword.
Does someone know how could they do that without be caught be Google ?
They need hundres of Adwords accounts ?? Because if you scrape 100 000 volum of keyword from only one account, that's really not human.
But lot's of SEO Tools that are really cheap (like SERPRobot for 5$ /month) do that.
So I think there is a easy way to scrap millions of keywords volum.
Does someone have an idea please ?
Is there a tool that could scrape it almost unlimited ?

There is a paid Google API which they probably use.

Such high profile tools could not exist by scraping Google SERPs without getting sued.

Having said that, I've wondered the same the past, I don't think anyone knows for sure.

My opinion: they buy API credits from Google but also do scrape some.
 
Yes the GG Ads API : developers.google.com/adwords/api/docs/ratesheet
Says : 1$ for 25 000 operations (an operation is one keyword volume for example, isn't it ?)
So if you need 100 millions of keywords volum, you will need to pay 4000$ every month (if you want an updated data).
Too much for me. There should be a nice way to take this data for sure.
