Most sites are hacked and very low quality.

The SAPE ToS states that hacked sites are not permitted. There are hacked sites but most of them are low quality. I would say that the biggest part is of real sites with webmasters who want to earn side money for paying their hosting bill.

Most of them are legit, but there are a few, which are sure as hell hacked.
