How does Quora not get banned from Google?

If you ask this openly they'll deny it to their grave. Of course we all suspect this is the case but they deny it.

I disagree. I think Quora deserves the rank. It should naturally rank very high due to the quality of the content. Sure there's spammers that take advantage of that with stupid links, but they can't really fake it too long, only the good and genuine answers get the highest vote. Questions can be answered by selected people of different professions. I like Quora that you get very detailed emphasized answers to very complicated ones not found elsewhere. Sometimes I wish they would provide answers like that on the forums.
