how does pinterest popular category workk?

I see pins that have 0 likes and repins or very few likes on the popular category. Anyone has a theory how they make it to popular page?

I can only think that pinterest mix and match some random pins otherwise the pins with most likes and repins would get even more popular.

they likely mix recents with popular pins. that's my only explanation for that.
