How does one verify if a private proxy is indeed private?

This may be a dumb question, but how would one verify if a private proxy is indeed a private proxy and that this isn't a "semi-private" proxy?

If you read this forum a bit more, you'll find out there has been many issues recently with private proxies. Semi-privates are actually a lot better.

Anyhow usually private proxies require either IP-authentication or login and password. Still though, you can't be sure has previous user of this proxy abused it, it can be already blacklisted. There were recently a thread where people suspected private proxies were not that private ....
