How does local SEO differ? [Recommend Providers]

Hello folks,

I'm mostly into paid advertising and I do very little SEO. I mostly outsource SEO from here for English sites. However, for the first time I have a couple of clients with Arabic websites and I'm not sure where to start. The on site optimization part is no big deal, but for the links, I'm really not sure what to do. If I purchase SEO services normally from here, while I'm targeting arabic keywords, won't that look spammy? How do providers work around this issue?

I also thought of getting backlinks from arabic websites, but I have no idea where to find those. What do you think?
