How does Google measure Bounce rate?

Hello guys,

I was wondering how does Google measures Bounce Rate if a website doesn`t have Google Analytics tracking code? Also, how does it measures it if the user is not connected to his Google account?

I`ve been reading dozens of articles about bounce rate and all of them are referring to Google Analytics. If somebody could tell me would really help me!

Maybe they measure how quick u user comes back to search result after clicking on a link?
