How does Google find and penalize public and spammed landing pages?

For example this public generator is probably spammed on thousands of websites. If it's not already banned by Google it is just a matter of time until it will be. At least for more popular landers that are spammed hard.

How is Google detecting them and how do they decide whether a generator is spam or not?

Do they scan all files (JS/CSS/HTML) and compare them for similarities across multiple websites or do they ban based on keywords found in the DOM?

Do they go as far as comparing images as well? If so, is it based on image hash or do they compare the visual images for similarities in pixels?

They do not penalize website based on scripts/cms .

They penalized based on spammy backlinks of site and spammy content..irrelevant content for domain name

Maybe because the site has no content and doesnt bring value in their eyes? There could be alot different things, ex my sites was suspended because I used auto translate wordpress plugin, or auto SEO tags plugin too.

The domain is a few months of age and I am the first owner.

I have 10-15 backlinks from not so spammy sites. That's all.

The site has content and it isn't spun bullshit. No plugins. It's based on Bootstrap.

It's not the cms/script. It's the way you built your SEO.
