How do people manage to de-index a third party URL live from Google when the original link is live on the Google?

For example, all that they need is just the target URL, check for eligibility and then somehow remove it from Google.

Is it possible using the reporting/removal tools of Google or there is smth else involved?
 
Weaponised DMCA reports from fake legal firms in non-US locations. Google pretty much have to act on them if they are reported correctly, and they can be painful to clean up after.

u cannot generally de index another persons live link simply bcz you wish to have it de indexed. this is bcz googles de indexing processes can only be used in certain eligible situations such as those related to priivacy, legal concerns, hacking or policy breaches.
