Debating whether I should be purchasing GEO traffic or worldwide traffic. If I buy traffic and it comes in from the netherlands or something, does that mean my video will mostly only be popular in that location?

Also, is there some type of magic number of views to make a video "popular" so it starts ranking and getting seen in suggested videos?

Video popularity is determined based on the number of retention views a video receives per hour, and not the total number of views. With that said, if you buy geo-targeted views for a particular region and apply the unlisted method, there is a chance that your video might be placed in the auto-generated channel "Popular in ..." which is usually found on the YouTube homepage. This is good as it will drive more natural views to your video, and increase the ranking of your video worldwide. Worldwide traffic doesn't place you on the YouTube homepage but it helps with ranking so it is slightly less advantageous.
Video popularity is determined based on the number of retention views a video receives per hour, and not the total number of views. Suggested videos are surfaced less by popularity and more according to audience retention (time watched) and channel authority.
