how does Facebook adency's Ad accounts works ?

hello friends, i am a newbie in Facebook ads

i have a little doubt , there are many people selling Facebook ad account in the name of Ad agency's, actually what does it mean and the price range is also 1.5K - 2.5K per each account they are selling

and what is daily spend limit $500, what does it mean ? do we get $500 daily in our ad accounts for free , and how many days do we get $500 daily ???

once after buying them should we again deposit money in that ad account ?

is account ban free ?

The spend limit is how much you can spend in a given day.
