You won't improve SERPS with bot traffic, I've tried a ton of times and no luck. (tested at least 7 sites)

There are cases that make sense to buy traffic.
If you hire one to increase your conversion rate and agree to pay a bonus one 4% is reached for example, then you can buy traffic to lower the visible CR, as this traffic will 100% not convert. Though this is just the unethical use of it. Most will try to push their Alexa lower, which shall help with rankings (which is another big myth) in my opinion.

Alexa has nothing to do with ranking. I'm not even sure how that myth came about, as it's not even feasible to have alexa as part of the Google algorithmic signals.

The traffic is not targeted. Think: If you could send buy ready targeted traffic for an offer would you sell it?

When you're buying traffic, you're getting either good traffic or bad traffic. Good traffic emulates organic traffic and can benefit your site by increasing your exposure and buying your products. Bad traffic doesn't hurt your SEO- it just doesn't help it.
As put nicely in the book, "The Art of SEO" it's better to have a link building strategy with a few high quality links than many low quality links.
