How does a preloaded PayPal account?

Newb question here but I was wondering if anyone could help explain how the preloaded PayPal accounts work? Is it really as simple as just ordering it, logging it then being able to spend the balance on anything?
 
If it was that simple why would anyone sell them instead of using it? It's 99% time scam better so stay away!
 
I stay away from "pre-loaded" anything, payment accounts, credit cards, etc... Sketchy sketchy

no, I meant the more legit ones. Where the cost is the amount in the account + fee. So like for example I saw some offer 1000$ preloaded paypal account for 1050$ in btc. Just wondering if it's really that easy?

what about the ones that aren't discounted or anything? 1050$ for a PayPal account with 1000$ loaded i've seen come up
 
Why dont you exchange btc to your paypal account with P2P

don't know about them but why would you spend more money buying that account? If you need to exchange crypto for paypal I think there are other options for that.

To be frank, I don't like this question. It seems like those hacked PayPal accounts sold on the dark web. Why would one need a pre-loaded PayPal account in the first place? If you want to order something online or pay for a service, there are probably dozens of services in your country that can pay on your behalf even if you are in a third-world country where PayPal is unavailable.

Your definition of legit and most other peoples will be miles apart.

It's probably the easiest and safest way to exchange btc for $ in PayPal.

Ah that's a pretty new way to trade btc for paypal.
But still, the paypal account seller could probably get back the account due to haing access to all emails, passwords phone numbers, bank accounts/cards etc.
So, it's risky to do that
