How does a page get it's PR up?

I'm asking this question because I've been seeing aged websites with pages that have a PR as low as 2, whereas younger websites have pages with a PR as high as 8. How does a page get a higher PR? And why is it different for every other page that has a lower or higher PR than the other pages on its website?

It's on the first page when you search for Page Rank. I'll C+P It here for you to save time.

The PageRank of a page is defined recursively and depends on the number and PageRank metric of all pages that link to it ("incoming links"). A page that is linked to by many pages with high PageRank receives a high rank itself. If there are no links to a web page there is no support for that page.

Age is believed to be a factor but for the most part, pagerank is assigned depending on the number and the PR of the backlinks your site receives.

Wikipedia has a graphical representation of this which can explain this much better.
 
Use Google. There's a lot of info already about PR.

Hint : Getting high PR backlinks ;)
