How do you withdraw in this situation?

You really expect pp to give me a good way to withdraw from their system???? That is the last thing i will do, is call pp.

I know how they operate. And no, you need to ad a bank account. No one is going to get you a better solution by asking. If you don't add a bank account to paypal, you pretty much won't have a guaranteed way to get the funds.

There is 3 ways to obtain funds from paypal .. end of story.
1 Withdraw to bank account .
2 Send to someone else who can withdraw
3 Spend on purchases or services .
