I know there were a few sites out there that exist for this specific purpose but I don't remember them. Please help.

i guess you wanted to ask how to bulk unfollow followers who don't follow you back, if it's the case then you can try manageflitter
 
I dont think you will be able to find any because of the recent changes in the Twitters API ...

I`m also looking for one
 
I use a program called Twiping has loads of options such as mass follow/unfollow,lets you know which ones that you have followed have not followed you back,friends that you are not following,lets you make a safe list(never unfollow),ignore list (never follow) and much more
 
Tweetadder will keep your follow:unfollow ratio in line with what it needs to be, automatically following targets and unfollowing those who don't reciprocate after a day, two or three. Tons of other features as well, though it's a bit buggy at the moment after recent changes.
 
on tweetbuddy you can unfollow users who aren't following you even if my system didn't follow them in the first place. however twitter has a daily unfollow limit so i cap it
 
Try Socialoomph it is the poweful tool for bulking unfollow followers it also provides additional features
 
and you can also do this with tweetattacks, even with the free version
