How do you turn a mockup into a site using wordpress ?

i've seen a client say that he wants someone to do this using html css and php , how can this be done ? any idea ?

What type of model ? You want to convert old website into wordpress.
 
Not sure why everyone is so confused.

@OP you can take your design drawings and remake it in Wordpress with a page builder like elementor. If you don’t know what you’re doing then hire a professional.

thanks , i prefer to learn it . is it hard to learn or easy ? i already have good knowledge in html css php

That is a mockup. If it’s basic, then it’s called wireframes. To translate that into WordPress, you have 2 options:
1. Code it in a skeleton theme like underscore (from zero)
2. Choose a theme that is close to the mockup and adapt it to look the same.

They saw the word "model" and immediately thought of Only Fans and Instagram rather than mock-ups and concepts.

A professional wordpress website deisgner can do it. Client wants to send you mock up design. You just need to convert it into wordpress template.
 
There are many tools that you can use to convert your mockup into a WordPress layout.

What's the difficulty from 0 to 10 ? for someone that knows html css js
 
I would first convert it into boostrap before converting it into a Wordpress Custom theme. Would be easy that way importing the different sections especially the header and footer.
