I know IG best so my advice is going to center on that, but you could probably apply much of this to other social media apps and networks.
If I wanted to market to a particular region or location, I'd first want to build a list of IG-recognized locations, and if I was managing accounts in the travel niche I'd obviously want to get locations for destination cities, hotels, entertainment venues, and tourist attractions.
If a target population or destination doesn't have very popular location names (like may be the case for smaller or lesser-known communities or tourist destinations), I'd try to think outside the box and target nearby locations, accounts, hashtags, etc related to airlines, cruise lines, hotel chains, or broader themes until you build an acceptable list of terms for your bot/manual actions to pursue. A smaller or lesser-known destination may be part of a larger region that could be targeted. Also, it might be attractive or of interest to tourists who would see it as a worthwhile stop on a route to other destinations of interest, and if that's the case it might help to look into targeting other destinations on that route or attributes related to travel between those destinations.
I'd want to avoid any sort of attempts to avoid or negatively rank certain racial groups is not only wrong in a moral sense, it's bad business, people from all countries are tourists as much as they are (at times) refugees. I know personally that many young young people from the USA and western Europe are strongly attracted to venues and scenes that are obviously multicultrial/multiethinc/multiracial, etc. Communities and venues that do better than others in handling racial/ethnic/religious tensions will surely do better where commerce is concerned. Respectfully supporting trends and efforts like that is good business and a socially responsible thing for marketers to do.
So if it seems an algorithm / method I'm using is disproportionally targeting Asia or India, I'd look for subsets of the Asian or Indian locations / hashtags / other account attributes more closely associated with the kind of travel and commerce I was looking to market to. Asia and India have many people traveling and spending money as tourists. If it is more of a challenge to find them and market to them, it's maybe going to be all the more rewarding for marketers who figure out a better way to engage them.
