It’s not healthy for any channel to upload all the videos at once (even if they’re set to private). I manage several shorts channels, and if you want your channel to grow, it’s better to upload videos manually and prioritize letting YouTube detect natural, human-like behavior.

Well that is the issue. However, Youtube doesn't allow many things, including to simply download videos, but there are plenty of websites that allow you to do that. For every problem there is a solution. There must be an extention or a website or some other solution that allows to bypass this limitation.
Yeah, that’s a known limitation. Only way is to use playlists or third-party tools since YouTube caps how many shorts load on the main tab.

There has always been limit to how many shorts you can upload. The limit gets removed when you do verification.
