How do you ship cell phones internationally nowadays?

The rule you point to seems to be restricted to certain destinations and it has exceptions too. You can be sure tons of iphones are shipping everywhere all the time.

The main problem with iphones is they're mostly blocked for certain regions. I bought a version 4 one in Miami for cheap and it does not work in my country.
 
I am wondering if they just try their luck and stating the item they posting have no lithium battery and see if USPS would pick up from scaning the shipments
 
You can get away with shipping phones with batteries in them. Just make sure you do not ship in to much bulk and put a
toy or something in the box.
 
People just put them into bubble envelopes or small boxes, print out the international labels, put in customs envelopes, then stick onto envelope or side of box.
