How do you rank an empty forum?

As above, how do you do it?
For example I found a keyword which is "niche + forum", and this keyword has 15k monthly users. I registered a .com domain with this term.

But now how do I rank first? I can't create contents all alone (other people may not feel to post if they see the forum is an echo chamber) but at the same time I don't see an empty website ranking #1 for a term. How do you do it?
 
You should invest some time in creating a couple of handful threads within the niche that should attract people,
And start promoting the forum in Social media to get a set of minimum required users that would make it kinda alive at least,
After that, you can invest in Links to get it ranked in google,
Other than that, it's really meaningless to get organic traffic to an empty dead forum, you'll get most of them bouncing back
 
David Harrison founded BHW years ago because the dude made bank and explained to others how they can do the same. He offered a ton of value.

You really need to be a leader in your niche to attract, and you build it like any other niche site... with lots of high quality content. Hire niche writers that are an expert (but actual good writers are expensive).

With this great suggestion -

OP you must know that you are looking for user generated content based ranking which is not impossible but requires little time and care.
You must know your niche and content type / user type, what makes them happy and bee active. Do some basic SEO and Link buildings.
It will been done if the users are coming and using the forum.
 
post content, add people on your forum, do seo onpage and off page! promote it.
 
Your best bet is to promote the forum in social media but previously you should have some interesting content on the subject to attract your visitors.
Once you get the ball rolling, it wont stop with those 15k promising available traffic.
 
Create a couple of threads related to the niche that isn't answered well.
You'll need someone with expertise in the niche to start with.
 
You would need some content even just like 50 posts or so then attach high quality backlinks with good Social media sort of stuff.
 
No content - no rankings.

Fill it up with fun and shitloads of content and it will start ranking up automatically.
 
I agree with some of the previous comments like promoting it in social media and making a lot of good threads that would surely attract a lot of traffic.
