I normally follow these simple rules for promoting my Facebook page.
1.Tell Everyone You Know
2. Customise your Business Page URL
3.Email Promotion
4.Tagging other Fan Pages
5.Blog About your New Business Page
6.Facebook Ads
7.Add a link to your Facebook Profile
8.Ask Fans to Post a Link to your Page
9.Use Google Adwords to Increase Views

Keep updating your Fb page. From the promotional point of view ,it is important to update it regularly.Always post the latest news and trends to keep your content fresh and appealing, in order to attract more viewers and followers to visit the page regularly.Or you can also hire a third party group to develop and manage your Facebook page.
