how do you "move" a site?

I am considering putting my site up for sale but have never done anything like this before. Its a WP blog. Assuming I list it on flippa and sell it then what? I'm not the most technical and knowing me I will end up deleting my site in the process. How do you safely transfer your site from one hosting account to someone elses and give them your domain too?

I think you just backup the database, backup wordress, zip all the files onto a cd and mail them the cd. Thats what I did and it worked fine. Its also safe because I sent it signed for, so they cant say they never got it and file a chargeback. To change the domain they need an account on the same registrar, then you login and push the domain to them (its free).

Does moving a site effect your Google ranking / confuse the robot? I was reading a post about this issue a few months ago on another forum. To be honest, it seemed like a guy that didn't know what he was talking about, but I'd like to see if anyone on here has any experience with this?
 
Is the site hosted on cpanel and is it moving to another cpanel server?
If it is, give the new host the username, password, ip address and/or domain name and they should be able to pull it across using WHM.
