I've been looking around for a tutorial but haven't been able to find anything as both Glype and PHProxy are dead domains.

Does anyone have a modern tool?

glype and phproxy were used for creating web proxy (proxy website) not for setting up residential proxies.

What do you use to make residential proxies?
 
Most of them are botted Windows computers and unsecure routers.

However, with a cheap router. open source firmware, a squid package and an elite squid config, you can have the same and have total control over it.
