Is there a way to make a blank mp3 of a certain length that you choose? For example, 5 hours of no sound mp3?

Download Audacity from http://audacity.sourceforge.net/
Menue "Generate" -> "Silence"
Put in the seconds you want silence
Save it
Export as MP3
Done
