I have some old web 2.0 sites that I have updated, but they have dropped off google.
How do I get them indexed?

I just drop a tweet on Twitter or share on Facebook and it's usually enough to get indexed. It just takes time usually, Google is really good at indexing, but if your site is lower quality, it will be lower priority to index.

I send xml sitemaps, "fetch as google" the new pages through Google Search Console and put some new backlink from other domains.
Is the domain dropped after a manual review from Google or just expired?

GSA links (mainly blog comments) and submit to indexer (speed-links / elitelinkindexer)

i suggest for social share your post

If your web2.0 is not index then you have to login webmaster tool and index them as well as another way is do search engine submission then after do social bookmarking submission. It will be index as soon as possible.

Mine got indexed using Tier2 boosting, Unfortunately, Tumblr links very hard it takes time. Only 20 out of 40

Social shares are the way to go for safe web 2.0 indexing (learned that the hard way)
Is it enough to share one profile for each social platform? 1 facebook, 1 twitter, 1 linkedin etc. or we need to buy social signals package?

I usually use a mix of tire 2 and social signals to index the tire 1..
