How do YOU handle content for tier 2 and 3?

The further away from the money site, the less quality is needed for content if I understand correctly. But how do you create content for your tier 2s and tier 3s? I have tried some different options. For tier 2, I've tried auto generated content through FCS Networker and spinning it. I've also written an article and manually spun it 6 times on a sentence level, then manually spun 6 times on a word level (had to do the word level manually too because it was in my native language). That took me a week of constant work though, so not very keen on doing it again if there are no results coming from it. For tier 3, I've just tried auto generated content that is spun. Haven't had much results with this kind of link-building, but thought I'd give it another go now.

So what methods do you use for tier 2 and tier 3 content? What software are you using?
Do you know of any services (maybe here on BHW?) that offer to produce this kind of content at a reasonable price? I've seen BST threads doing this, but it still costs about $0,5 per article even for bulk orders. Say there are 1000 tier 2 link that I want to build for starters, that would still be $500, which I'd then rather spend on solid tier 1 links.
