How do you guys create banners?

I'm starting to work heavy with PoF and I'm gonna need to start getting some banners.
How do you guys make your banners? What software do you use? If you're not making them yourself, where are you buying them?
I know photoshop is quite popular, but I don't really have $700 to dish out for that.

I'm making banners myself with Inkscape. It's open source, so it's free.

Photoshop costs money? ...Well, my favorite free alternative is Gimp.
