Although both of those terms are technically national reach, in reality they're local terms. Google uses geo location to figure out where you're based - giving you the results that are local to you.
That being said, there might be examples of large companies that manage to rank for these terms nationally. These would be huge companies with national reach - two examples in Britain (where i'm from) would be yell.com and trustatrader.com. Both these examples are backed by large media buys and TV advertising, which is what gives them the reach to push into an entire country.
I'm assuming you have a reasonably small budget, so your first step would be to start small - perhaps just ranking in a small geograhical area first. IMHO I would setup the company in the largest market for those services, building a strong local business and SEO base to rank in that locality. From here, you can gently build the website out, applying more links, social media, outreach etc etc - eventually expanding your reach to more and more localities.
As the site becomes more powerful, you will find adding new localities becomes easier and easier.
As you can imagine, this would be a long term strategy and although less expensive than just ploughing your way into a national campaign it would still cost time and money.

If you're just a small company who wants to rank in a town or county, then it becomes much easier. Setup an office address and phone number in your city, then get yourself on Google Local Business and get your NAPS sorted. From here, you can then gently build links until you grab yourself an organic position on page 1 plus a solid mapping listing.
Eventually, I believe the gold standard for a local business is no1 in organics, top 3 in mapping listings and no1 in Adwords too. Hopefully, your business delievers enough revenue to make Adwords just an overhead - so you can run them long term and bring your Quality Score up and overall CPC down too. If you live in a reasonably populous city, you should be able to run a very healthy local business based on this plan.
