I'm very curious. I mean everyone knows the beginning is the toughest but how do you get members to sign up and continue even though there no one at your site in the beginning?..
If it's a forum, you can create fake Q & A type posts, preferably keyword optimized. Think Yahoo Answers. If you focus on one niche and if you make good keyword research more and more organic visitors will find you and some will want to participate.
If it's a classified ads site, I think that you should get ads from other places, so people can see that there is a reason for them to use what you do. Maybe a search is easier to start with , than some social-type site, because they don't need other people to post content or register in order to make it useful. A search maybe a good start, but then you are going to compete with Google. Not to mention, that to develop search is difficult a task in itself.
Do everything in that everyone is doing plus hold contests, giveaways , get sponsers, one of my favorite way is to start a chat room on your site and get sponsers to give away prizes to people who are in the chat room........this has worked for me in the past. Im building a community site for my local area and will be posting ads on classifed sites as well. Im using phpfox.
Building a group of fake profiles to make it seem like there's activity is common place now a days, all the huge sites have done it before if not they're still doing it. Otherwise you'll need to pull people in with something eccentric, give always or contests and the like.

The long yahoo answers route: Go to yahoo answers; find questions that you can answer related to your niche; post the reworded question as thread; answer with a different username.

The fast yahoo answers route: The Yahoo Answers API is pretty straightforward, and it's very easy to turn yahoo answers searches into nice looking forums. A while back, I needed legit looking sites for IP whitelisting/esp related purposes, so I created a small army of prepopulated forums for different general topics (games, travel, etc) using the answers API.
If it is a forum, it is easy way to get started, just create fake members, fake posts and get seo optimized and let google rank for you, then people join and game started to earn money .
Fake profiles never work . What you need to do is buy email lists for your niche. Then blast them with your forum and possibly give them some incentive (giveaway )
The free periods have always worked for me in the past, also doing beta testing early on for certain products to get feedback generally gets some word of mouth spreading.
You haven't mention what kind of site it is? First of all create some fake accounts on your site. In the meantime keep promoting your site on social networking sites and forums. With those fake accounts create a lot of conversations.
