I've been doing local SEO for the past couple of years now. Started targeting local businesses directly but now I mostly cater to other agencies through white label services. Here's the strategy that's gotten me the most clients:
Start with data collection
Make a list of businesses by scraping Google Maps in your target area. Get all their contact details - phone numbers, emails, business names, everything you can find. Try to dig up the business owner's name too, as this makes your outreach much more personal.
