How do you do this without using photoshop

We see images like this on forums often and would like to try out the simplest way of doing this and need to post it on our articles. The sample image is shown below (image picture varies, so ignore that):

So please let us know (if you know done this personally) the exact method of doing this with a black background and writing text without using photoshop.

I use snagit to add text to any image. You can even capture a screen shot then add text...
