how do you determine priority of projects?

I have several websites, none of which are ranking, because none of them have any backlinks.
I have been building a PBN and it's almost ready. I do one PBN per website to minimize my risk so if one PBN goes down, I lose only one site, not several sites.

at this point I am stuck because I dont know which site I want to rank.

How do you determine which site has the most priority? what are some factors to consider?

Well if you're working with clients, it's usually first come first serve. But for your own projects, I guess eenie meenie miney moe works.

Start with the site with the biggest search volume and work your way down.

mate you can use moz tool which help you to analyze your site it will measure your site PR DA PA by using this you can identify which one is getting more priority from your sites
it will help to identify your site result then you can easily understood what are things have too add and remove your site...

Whichever niche has more of a demand, and higher chance of profiting from, is the one I usually work on first.
Look at it from the average person's perspective.
Think of the niches your working with, and which one would have more of a demand realistically.
