How do you determine if a backlink is worth or not?

There is so much good advice already given but I would like to add a simple rule - would you link to the website? If you like it that much because content is great and relevant then yes, the link is going to be great.

As mentioned above... I see if a site ranks for any keywords.
I like competing with the sites which link to me.
